Three maple leaves was part of the original proposal by PM Pearson -- blue bands not red and three maple leafs in red. Instead they settled for red bands with one leaf -- a more simple clean design.
That almost was Canada's flag. That flag, but with blue bars, was Prime Minister Pearson's preferred flag. A triple maple leaf is on the coat of arms of Ontario and Quebec, and would have been a natural choice on the flag of Canada.
