Teams That Have Never Played Above English Football's Fourth Tier

Nine clubs have joined England's Football League since the introduction of the Fourth Division in 1958 without climbing above that particular level of the pyramid. Can you name them all?
As of the 2025–26 season, six of these clubs are not members of the EFL. Two of these six folded and were then reformed and have not since returned to the League. Another is the phoenix club of a team that folded and left the League before later returning in its new guise.
Newport County are included but greyed out — the revived club has not played above League Two since promotion from the Conference Premier in 2013 but is generally considered to be a continuation of the original club that had previously spent 40 seasons in the third tier.
