Aussie state flags are as unimaginative and difficult to distinguish when on a flagpole as all those US-state-seal-on-blue-field flags. The territories have made more of an effort!

Doesn't even have its own government of any form (it's managed by a Federal Department), nor does it have a flag. It's a bit of a pseudo-territory, just 400 people doing their own weird little thing.

Capital isn't a shorthand for the ACT. ACT, which is the most common shorthand, is accepted.
