Is the Korean War considered a Civil War? I guess the DPRK and RoK weren’t exactly considered permanent sovereign entities at the time of the war though.

Yeah I feel the same way, I don't think of the Korean war as a civil war the way the Chinese civil war was.

Yes, the Korean War was most definitely a civil war. Korea was only divided after WW2, and was supposed to be united again soon after the end of the conflict. The (assumed at the time temporary) governments of North and South Korea both wanted to control the whole peninsula and each saw themselves as a successor to the Joseon Dynasty, the last Korean government that ruled all of Korea.
