From wikipedia: "Given its large immigrant population and historic neighborhoods, Milwaukee avoided the severe declines of some of its fellow "rust belt" cities." Therefore, it is not included.

Indianapolis and Fort Wayne never really had a population decline or loss of jobs compared to other Indiana cities like Gary or South Bend. If you're excluding cities such as Columbus, you should exclude those cities for the same reasons.
