Y is a vowel unless it starts a word. For example, the "Y" in Yemen is a consonant.

Y can be a consonant when not starting a word. Picayune, for example. I think it is a consonant only when starting a word or a syllable.

Good point, or like in Bayou. I'm sure there are also some cases where Y is a vowel and starts a word.

In the UK, the Y is never considered a vowel

"Y" is NOT a vowel; it is a consonant!
