
City of federal subject significance is an administrative division of a federal subject of Russia which is equal in status to a district.
Russia has two systems of administration: the administrative and the municipal systems.Within the municipal structure, cities of federal subject significance form independent urban okrugs. However, there are exceptions; some Cities of federal subject significance are part of a Municipal okrug or Municipal district in the municipal system. These cities are marked in red on the map.
Some cities are ZATOs(closed administrative-territorial formations).These cities are marked in black on the map.
Some cities that are not cities of federal subject significance are included as exceptions; they are federal territories, capitals of federal subjects, or capitals of special districts (former federal subjects), and are marked in blue on the map.
