I believe Lagos and St. Petersburg are very competitive to join the list, they are perhaps between #100 and #120.
As for Mecca, it has unrivaled religious influence, but this aspect might not be as important in GYBrand's scoring system, and thus Mecca may not rank too high overall compared to more well-rounded cities like Riyadh.
Jerusalem for the same reason.
