The Mississippi River is the river between Arkansas and Mississippi. The St Francis River runs through Arkansas (and Missouri).

It appears that it is francios.

Additionally, The Mississippi never forms a boundary between Missouri and Arkansas, therefore one couldn't say that it forms the border while the St. Francis River does form a small section of the boundary.
