So, who doesn't recognise the council of Jerusalem? As it is described in the Acts of the Apostles, I thought that all Christians recognised it.

It was widely recognized as it was described in acts 15.

However the council of Jerusalem was before the formal status and structure of the ecumenical councils, therefor cannot be considered one. The First ecumenical council is Nicea in 325AD anything before may be recognized for its legitimacy but not for its status at ecumenical.
