This is not the longest reigning number one songs by year. This is the number one songs in the Hot 100 who have the highest position on the year-end. There is a difference because a song can be #1 on a year-end without having the most weeks at #1. In fact, there have been four times when the the best performing song of a year had a weekly peak of #2.
