Probably because it's scaled by city proper. Cincinnati would be like 3 times as big as Columbus if it was scaled by urban area

Originally, I saw a map listing whether the capital was the most populous city or not. In it, Tennessee was listed as, "No." Nashville probably passed Memphis pretty recently if the map listed Memphis as the most populous
