It used to be under Gheddafi. Now Libyans adopted back the old royal flag which has a white half moon and star in the middle.

Tough quiz! Usually I ace the flags of the world one with at least six minutes to spare but I actually ran out of time on this one (I'm third/fourth/whatevering a bit more time). There's a LOT of flags with white in them...

Can't "Congo" complete both the Republic of the Congo and the Democratic Republic of the Congo?

It's commonly done on other quizzes and is the only reason I didn't ace this one.
