Well now I'm not sure since the categories change each time. But it might have been Liechtenstein.

Also New Hampshire is not landlocked.

Maybe consider accepting Connaught as a type-in, though? I gather from the Wikipedia article that it's not widely used anymore, but it's what I tried first.
