Tbilisi, like Cyprus, is in Asia.

1. Tbilisi is not the capital city of Cyprus, rather Georgia.

2. Yes, correct, in some occasions, Tbilisi (Georgia) is counted as an asian city, however it depends on perspective of the individual person you're asking. For me, Georgia, Azerbaijan and Armenia are all counting as European countries.
