This was before blast-off were a thing, also after their first appearance where they were targeting the Pokemon at the Pokemon Center. Also can we just agree that not all of their attempts to steal Pokemon count as stealing but just animal cruelty, seriously most of their attempts in Diamond and Pearl were either Pikachu or a wild Pokemon, no one owns it, so its not stealing, they just go about it the wrong way. They catch a wild Yanma but since someone else weakened it first it counts as stealing apparently. They find a hoard of wild Bidoof but since they use a mech it counts as stealing apparently. News flash: ASH ALSO DOES A PITFALL TRAP AND NOONE CALLS HIM OUT ON IT
