There's definitely historical context here. A lot of these disputes were (obviously) resolved by the government of the People's Republic, which I believe the ROC refuses to recognize and thus also won't drop the claims.
I understand the PRC claims along with the PRC's border disputes(except for Arunachal Pradesh) but why do they claim parts of Russia, Pakistan, and Even Kazakhstan?
Yes, and in addition to that, the treaties that the PRC made over these disputes may have been something the ROC would have done as well, but recognizing the treaties would mean recognizing the PRC, and other countries can’t make treaties with a country that the PRC won’t let them recognize.
If you divide China into Mainland and Taiwan and wonder which is Diaoyu island part of, according to both PRC and ROC, Diaoyu island is considered part of Taiwan Province, so I suppose it is not considered part of "Mainland".

It has historical basis, however. Since the Republic of China is essentially a rump state of the former pre-1949 government of China, it does still entail most of its claims it had even back then. This goes back all the way to the time of Qing dynasty, whose fall in 1911-1912 created a lot of disputes in the process. Mongolia is confusing though however, since effective recognition of their independence occurred around 2002.
And with that, I'd say it's pretty important to see the bigger picture here.
I have a question on Brunei. Actually spratly islands are divided among only 5 countries, P.R.China, Republic of China (Taiwan), Vietnam, Philippines and Malaysia. Brunei claims some islands but none is administrated by Brunei. So technically it's just a country with territorial disputes with ROC, not a country with territories claimed by ROC. If Brunei is on the list, so can Republic of Korea because ROK also claims Mt.Paektu (Changbai Moutain) on the China-Korea border, which is also claimed by ROC.
