The way the question is worded, you only have to find a capital with the same number of "a"s for the statement to be false. Try Ulan Baatar.

I meant Ulaanbaatar with 5 a's as the one with more a's, this is a strange question though since Ulaanbaatar is written in many different ways. You could write Ulan Baatar with 4 a's, and even Ulanbator with only 2 a's.
