Why do you count states touching the Great Lakes as not landlocked? The Great Lakes are drained by a river - as are all the other states.

was using a common geographic classification where ‘landlocked’ means no direct shoreline on an ocean or sea. The Great Lakes are freshwater inland lakes, so states touching them are usually still considered landlocked in that context
