well i used 2 letters and starting country letter, so with that letter, considering its only cities with over 1 million and capitals, only one country was left, and its quite easy to go through like 5 cities with that population there and find one that fits the given letters

then poland with 120 (i live here) and 65 in canada cuz ive learnt all 100k+
