Dang it! Harder than it looks because their official portraits don't always match the pictures we see of them. Also, requiring each answer to match is a nice maneuver, especially when it comes to the one I missed. Non consecutive terms. Grrrr

You're right; Herbert Hoover's appearance seems to change in every depiction.

if you're including 38/45 you might as well add the other 7, then you can work out some of the harder ones from who you haven't guessed yet. obviously up to you but i think it would be nicer if it were a complete list

They haven't! The Obamas' official portraits were unveiled at the White House just last month.

The legal standing of recent portraits has changed from how it was handled historically. Artists are no longer officially employed by the government when they paint, so they retain rights to their work instead of them ending up in the public domain as was previously the case. Unfortunately, Jetpunk can only use images found in the public domain, so recent presidents have been left out of this quiz as a result.
