It gave them to me in alphabetical order, so the dots lit up in the same order as the names in the box. The probability of that having happened by accident is remarkably low, making me suspect a flaw in the programming.

Just wanted to let you know that Annapolis shows up blank for some reason? If it's on the quiz there are only 19 dots. You can guess it if you move the arrows until there is nothing selected (completely black, no dot on the map)
