To be fair, who uses bug types in early games. Sure now you have things like volcarona, genesect, pheromosa and moves like sticky web, infestation, bug buzz and lunge, but back then the strongest bug type you could get is scizor, who dies instantly to fire and doesn't have many high power moves, most he gets today is iron head
