Good quizz idea but there are not only 6 coastal states in the US. I do not understand this limitation.

It's not coastal states, it's coastal capitals. The actual city has to be on the coast. For example, California is on the coast, but Sacramento is not, so it's not on the quiz.

Part of me thinks that Québec City could be argued to be coastal. Maybe it could be included as a greyed-out / already-filled-in answer?

I considered that since the coast is generally agreed to begin just downstream of Ile d'Orléans, perhaps I should designate it as at least an asterisk option
