I personally don't think I'd consider Illinois, Michigan, Ohio, and Pennsylvania truly 'landlocked'. Sure, they don't have a traditional coastline but they're connecting the the St. Lawrence Canal system out towards the ocean, and all have oceanic-sized shipping industry
