Where is Chongqing? Tokyo is in second place, Guangzhou is in first place which means this quiz considers the urban area and Chongqing's urban area is 22.2 million.

Excellent idea and very challenging. You really have to think before guessing as opposed to the usual quizzes where tempo is the key. I ended up missing one with one whammy left and had a couple of candidates (Lima, Osaka and London being the main ones) but ended up guessing the wrong city.
