It borders Israel yes, but Israel has an even lower point on the coast of the Dead Sea. If you are saying, the Sea of Galilee is not bordered by Israel, I will have to tell you, that the Golan Heights are internationally recognised as part of Syria. See here.

The Golan Heights IS Israeli de facto much longer then it have ever been Syrian and litterelly have nothing to do with Syria by any means.
But if the "neutral" UN says it, then sure, it must be Syrian :)
