Tbh The data for Germany seems pretty sketchy. Their biggest cities are
1. Berlin
2.Hamburg
3.Munich
The Ruhr Area is just a collection of individual cities, you dont count Manchester, Leeds, Sheffield and Nottingham as one city either.
And Cologne/Düsseldorf is even more questionable, those are just two completely separated cities. Like counting Dhaka and Kolkata or Glasgow and Edinburgh as one city. They are 35 kilometers appart, not even their outermost suburbs overlap at all
