I didn't think of enclaves as countries, I was thinking of land belonging to one country completely surrounded by another, like on the India-Bangladesh border. I did not get the right answer: I just got really confused.

What do you mean by "most enclaves"? Italy has two enlcaves within it's borders - San Marino and Vatican City. South Africa only has Lesotho :)

The intention was good but the execution wasn't. I could not wrap my head around what was being asked until I saw the answer. Then I got it and thought: "that wasn't very well asked".
