Russia might have military technology and so on, but it's pretty much behind there in the countryside. Same for the Philippines. A really strange list.

Without a source no one will ever be able to make sense of this list. philippines and finland i doubt would beat out ultra modern and big industry countries not on this list like france, singapore, israel, taiwan, sweden, australia, belgium, netherlands, italy just to name a few

Philippines used to be on here? I agree, that makes no sense. I got all of these answers though it took me a while to guess Russia. I guess that's fair. But Taiwan does seem to be a pretty glaring exclusion. I would have also expected Australia, Canada, and the Netherlands.
