It's Bechamel (or Béchamel, for you Francophones). Also, why not accept Five Spices for 5 Spice Powder?

It still wouldn't take bechamel for me, and I agree about the powder. I tried five spice and Chinese five spice, and didn't know what else to try. It still wouldn't take them.

Veloute is one of the five mother sauces made from chicken stock, not a term for a smooth sauce.
