Well, there aren't many megacities in northern Africa because it's a giant desert and nobody wants to live there. Also, nobody wants to live in 120 degrees in the middle east.
North Africa’s population, outside of Egypt, mostly reside in Mediterranean climate zones, FYI. Morocco for one has barely anyone actually living in a hot desert area.
North Africa has large cities like Cairo, Alexandria, or Casablanca. Also, the hottest place in the world is death valley in America, and parts of the middle east are nice places to live.
I think the fact that he expressed that temperature in Fahrenheit in a way that clearly expected the reader to intuitively understand that told us all we needed to know about how a) American and b) poorly-travelled he is...

Maybe cuz 70% of earths land is north of the equator and the southern hemisphere is mostly unninhabitable deserts or jungles with hot temperatures and tropical diseases making it hard for human life to develop
But- Manila is FAR above the equator and likely would not make it. Not to mention the ENTIRE Philippines are above the equator and Manila is in Luzon, the most northern most significant island in the country.
Obviously there are other Economic, Social, Politica, and Environmental reasons but the main reason is there is just less area.
