The question is asking for Bill's oldest brother, which would be Charlie.

Bill cannot be his own oldest brother. Charlie is Bill's oldest brother. Bill is Charlie's oldest brother. The question is not who the eldest Weasley sibling is, but who Bill's eldest oldest brother is.
