Not sure how you can get 9 million population for Xiamen, probably counting all neighbouring cities as well. Xi'an would normally be considered a bigger city than Xiamen.

It depends where you draw the urban boundaries for each. To be on the safe side, we'll also accept Xi'an as a type-in.

Indeed they are. The point is that you could argue that either is the larger city depending on how widely from their centres you draw their boundaries, so to avoid argument we'll accept either answer. We will display Xiamen, whose greater urban area population is definitely greater, as the answer.

The Asian side of Istanbul has the stated population. Most of its population is on the European side.

New Delhi is a small part of Delhi, with a much smaller population, in which India's parliament resides.
