It's because they are in the Oceania, so people think that they are on east..

It is. The International Date Line bends away from the 180 degree parallel at this point, so although its time zone is "one day ahead" its longitude is still west of Greenwich.

We want the city, not the district in which it resides. This is a trickier one than several examples like this (eg Mexico City and DF) because people say Washington or DC interchangeably, almost using DC as a nickname for the city of Washington, and also to distinguish it from the namesake state.

Can you change the displayed answer to 'Washington D.C.' instead of just 'Washington'?
