According to Wikipedia Monte Carlo is its own Administrative area (Ward) within Monaco so I think that technically makes it its own city/town.

In that case the largest city in the United States is Los Angeles, because Brooklyn would be its own city.

I stopped reading Wikipedia after it said Monte Carlo was its own Municipality but reading further it shows that it was recombined into one unit (Monaco) similar to how Brooklyn was incorporated into NYC making it just a borough instead of a City so yes it seems it isn't a city

I lived in Hong Kong as a child in 92-93. Back then there was little reason to go to Macau, I believe it has changed slightly since then.
