Bosnia and Kosovo are not yet officially candidate countries. Being a candidate for EU membership is an official status, and those two are only considered potential candidates for now.

Why are the microstates (Andorra, San Marino, Monaco, Liechtenstein, Vatican City) so reticent about joining the EU?
