Am I right in assuming that COVID-19 & George Floyyd protests increasing focus on police violence are causing the slowing of Minnesota's growth?

From 2020 to 2023, Minnesota's population growth rate was about 17,849.67 people per year, while the growth rate from 2017 to 2020 was 45,737 people per year. Thus, Minnesota's current growth rate is about 5/13 of its pre-COVID growth rate.

The estimates for 2021-23 are from the US Census Bureau which I am not a worker for, so I guess we'll never really know. As for the slowing trend, my assumption is that it could be either way; there could have been a tiny emigration wave amidst the outrage but I have no idea
