What caused the population of four boroughs to decrease in 2019, then increase in 2020?

'11 through '19 were estimates from either the New York state government or the federal Census Bureau, and I guess it was believed that NYC had hit its peak and emigration had begun to take a toll. 2020's numbers differed noticeably because they were results from the census, which literally enumerated the populations. Turns out estimation accuracy has a long way to go!
