Have I Been to New Jersey?
As of 2022, I have technically been to New Jersey, yet I don't mark it on my map. This is because I went to Ellis Island, which technically the museum is a part of New Jersey. There's a whole history out there about how the Island was created, and how parts of it are New York, and Parts of it are New Jersey, check CGPGray's video on it on youtube if for some reason you want context but yeah.
I don't really count myself as going to New Jersey so I do not mark it. Either way, I really only consider saying that you've been to a place as doing something there and in that case I still don't know if just "going to a museum" counts but oh well.
Also if anyone actually reads this props to you, thanks.
It's really just a matter of taste. If you don't think it counts, then don't count it.
Personally, I would say that it counts. You visited land that is contained within New Jersey's borders. Plus you visited it for a legitimate reason: to go to a museum!
If you look at my map, you'll see that Iowa is marked off, though technically I only visited the Carter Lake "exclave". I went for a bike ride when I was in Omaha just to check out Carter Lake, then I left shortly after.
tl;dr it's totally up to you, but I personally think it would count
