I think that 11:30, because if you twist the head to an angle of 90º to the right, the result will be this: the railway line would form two numbers 1, giving the meaning of 11. I consider the points (representing people) as two points. The mountain represents a 3, and the sun represents a 0. Reading as a whole, it is 11:30. That's my guess, and I wrote it 8 minutes after the train left! (Brasilia time)
