War of the States #5: 50 Former States, 1 Former Country

The following story is fiction and not based on real events. I apologize in advance if this offends anyone.
This story takes place in 2021. COVID-19 doesn't exist. Every state is independent and the U.S. government doesn't exist. Each state is it's own country.
The Philadelphia Pact declares war on Adams.
New York begins a ground invasion of northwest Adams (former Vermont) and the rest of the Pact begins air raids of Boston and other large cities in Adams and former Massachusetts. During these raids, New Jersey accidentally destroys several historic landmarks. This is scene as a war crime by several countries and they threaten war against the Philadelphia Pact unless they surrender. The Pact accepts.
Negotiations are hard on the Philadelphia Pact. They lose 30% of their money paying war reparations to Adams for all the land destroyed. Borders are unchanged with the exception of a small piece of New York land going to Adams.

Adams military causalities: 13,943 Adams civilian deaths: 98,237
Philadelphia Pact military causalities: 4,578 Philadelphia Pact civilian deaths: 0

Virginia: I think we can agree that the Philadelphia Pact is weak, and there for an invasion of them would be a good idea.
New Carolina: I would argue that unless we want to lose 30% of our economy, we shouldn't attack.
Virginia: Touche.
Georgia: But we need some free land. Maybe sometime like Hawaii or Alaska.
Florida: Great Idea, let's fly our troops 1,000+ miles across North America to take over Volcanoes and Beaches.
New Carolina: Maybe no invasions for now.
Georgia: Thank you!
Maryland: How about we just regroup and make a plan.
Richmond Agreement: Great idea!
Texas: Hey SAAT, I got a proposition for y'all. Each of you give me half your land and I won't invade anymore countries.
New Mexico: Does anyone feel like were Czechoslovakia in the 1930s and Texas is Germany making worthless promises.
Oklahoma: Yes.
SAAT: Hey Texas that sound like a cool idea I rea.....Heck No!
Texas: Your funeral.
GLR: SAAT, I'm here if you need it. Texas worries me. This imperialism is un-American.
SAAT: There is no America. But I appreciate the help.
A poll comes out that shows that 52.8% of (former) Americans want the US to reunite.
Kansas: These poll numbers are crazy.
Nebraska: I know right. We need a Reunited States.
Wyoming: But countries like Texas aren't going to want to reunite. We need something to unite behind.
Colorado: Like.....?
Utah: I don't know. Something like a war on another country. One that wasn't part of America.
Arizona: China, North Korea, Russia?
Utah: Cuba!
Nebraska: We would need to get Florida and the Richmond Agreement on board for that to work.
Kansas: Hey Florida. How about war with Cuba.
Florida: Why?
Kansas: Okay, that didn't work.
Colorado: No kidding.
Montana: We need something to unite behind.
Mississippi: Guys, help!
New Carolina: What?
Mississippi: They're back!
Missouri: Who?
Parts of Southern Mississippi secede and form the Confederate States of America.
Or Pacific Union? ( Hawaii, San Jose, San Francisco, L.A, Oregon, Washington, Alaska)
Or add conflict in Idaho, Montana or Wyoming? Those have had no conflict thus far. Maybe Canada is added?
