They're counting the population of the metropolitan area, which includes places like Bradford, Huddersfield, Wakefield, etc. Don't really think this should count as Leeds itself only has a population of around half a million, well below Liverpool's 1.1 million.
You'll see which areas are included. It's not a ridiculously large area like it is for some of the U.S. and Chinese metros.
Bradford is only like 5 miles away. People definitely commute back and forth between Leeds and Bradford. It would be silly to consider them as separate urban agglomerations.
Within the urban agglomeration? It absolutely does. Certainly you aren't considering cities like Bradford (right next door) as an entirely separate urban area?
