Metro areas are much larger than the city limits.
But if we're talking METRO AREAS, then really Oshawa should be part of Toronto and Windsor should be part of Detroit.
If you look at this part of the Wikipedia page for the Toronto Metro Area ( https://en.wikipedia.org/wiki/Greater_Toronto_Area#Census_metropolitan_area ), it specifically states that although Oshawa is the central part of its own CMA, it is still part of the Toronto GTA.
If you look at Windsor and Detroit on Google Maps, you can clearly see that they are separated by less than 1/2 of a mile from each other by the Detroit River. Windsor is much smaller than Detroit. If Detroit wasn't there right across the river from it, Windsor wouldn't be there, either.
