It depends on how you measure it. The city proper is only 7.8 million, to Lagos' 13.4 million, but the urban area (according to the UN in 2014) is 18.8 million to Lagos' 13.1 million. Whereas citypopulation.de places Lagos at 17.6 million to Cairo's 17.1 million. Um... well, it's certainly not clear that Cairo isn't the largest city in Africa.
