According to citypopulation.de, Kansas City is 1.9 mil and Kuwait City is 4.5 mil. It's fair to take citypopulation.de's data with a grain of salt though, because they seem to count a huge rural area around a city in their calculations. In this case they give Kuwait City's "population" as the same as the whole country!!! (Kuwait City's pop is 2.4 mil according to Wikipedia, which is still bigger than Kansas City, though).
Surely you mean American city population data should be taken with a dose of salts because they only count a tiny local government district as the 'city' population when they should count everyone in that city's suburbs as well.
I couldn't think of any other city once Saint Petersburg popped in my head. But Sao Paulo has about three times more many inhabitants than Saint Petersburg, so it makes sense for it to be the correct answer.
Admittedly I thought of Sao Paulo first, and if only one of these two is to be included it should of course be Sao Paulo - it's larger in absolute terms and is also its country's largest city. But just like there's two possible answers for LA I feel St. Petersburg should be on here as well. St. Paul is pushing it a little bit in my opinion; I'm not sure how many non-Americans would have gotten that one.

My first thought for PP was Port au Prince. The metro area for Port au Prince appears to be larger. I guess whether you include the "au" in the clue is the difference.

I'm curious about which cities on this list other than LA and KL are actually generally referred to by their two letter name. For example, if someone says they're off to AA, is it generally assumed they are going to Addis Ababa, etc?
I think it should be restricted to initials that are in common use. No-one refers to Alice Springs as AS.
