Estonia is full of young IT professionals from other European countries. Its also a tax haven for non residents. In addition, its a two hour ferry to Helsinki -- many Finns go here for private medical, alcohol, and probably sports cars. Its also about 3-4 hours by ferry to St Petersburg and less by train -- oligarch weekend shopping trips (until recently). I saw a middle aged man bottom out his Lambourgi in the old town -- really impressed the young blonde he had with him.
It's so unlikely but there's a high risk-reward ratio there, because you only need one dealership there to get 1212 dealerships per million inhabitants, which would top the list.
