If you divide the flag into a 3 by 3 grid, you will see that the leaves and cyprus itself would fill roughly 1 grid, which is 1/9 (or roughly 11%) of the whole flag
Palestine on the other hand has little to no control over its territory despite its international recognition by over 100 countries. Taiwan, Kosovo and the Russian annexation of Crimea might be recognized by less countries, but it's the situation at hand and those are de facto lines of control.

That's pretty much it. Taiwan seems to be the only exception I can think of, though they control all their own territory and are treated by the international community as a separate entity from the People's Republic of China (unofficially ofc) for all intents and purposes. Palestine is missing the first qualifier and has rarely controlled even a majority of their territory in my lifetime. Kosovo isn't a U.N. member but it has full territorial control and U.S. recognition.
