If I remember correctly, the shooter stood on a wobbly chair as FDR drove by and ended up hitting the person next to him, who was mayor of the city he was visiting. I think it was Chicago, but I'm not sure.
Cermak was the mayor of Chicago, but the shooting was in Miami a few weeks before the old inauguration date of March 4, FDR still only President-elect at that point. As opposed to the second Ford assassination attempt where a man grabbed the female shooter's arm, a woman grabbed the FDR shooter who hit Cermak and others. One woman died and the mayor died 2 days after the inauguration. The assassin was fried in the electric chair just a couple weeks later.
I mean, the location was pretty severe. The bullet would've gone into his heart/lungs had it not passed through a heavy overcoast, a metal eyeglass case, and a MASSIVE speech.
