This is per capita. New York's population is roughly 30x that of Wyoming.

Also, New York has a much higher percentage of people commuting by public transit, bicycle, or walking, all of which decrease traffic fatalities. Everybody drives in Wyoming.

I was recently in this boat until I did the "states with the most lighthouses" quiz. I quickly jotted down the New England states along with the rest of the ocean coastal states only to find more answer boxes left. That's when the Great Lakes thought kicked in. D'oh!
