Wait, what does it mean by most populous capital city? Because if it by percentage wise new york city is most in new york and if it's the most populous city in that state which is also its capital then texas is not true because houston has a higher population than austin.

It means that they have ranked every capital city of every state in America by population. It is not necessarily the most populous city in the state.

The Ivy League question seems sort of dumb. NY has Columbia and Cornell, and MA is in a six-way tie for second with the rest of the Ivy League with just one.

Florida and North Carolina were both settled before Virginia and Massachusetts. Florida by the Spanish and Roanoke (NC not VA) by the English.

The answer for "earliest date of English settlement" should be North Carolina bc of the Roanoke Colony founded in 1585. It was found abandoned by 1590, but the hint doesn't mention that the English settlement has to be permanent.
